The renovation and expansion project of Changsha Airport is located on the east side of the runway of Terminal 2 of Changsha Huanghua International Airport. It is the largest infrastructure project with a single investment scale since Hunan's reform and opening up. It will be built to meet the annual passenger throughput of 60 million and cargo and mail throughput of 600000 tons. The total area of the project is about 15000 acres, including 2569 acres for the terminal area and 91 acres for the flight area. After completion, the Changsha Airport Comprehensive Transportation Center will integrate four types of ground transportation and four types of rail transportation, becoming one of the airports with the most transportation modes in China.

The T3 terminal project of Changsha Airport is jointly constructed by China Construction Eighth Engineering Group Co., Ltd., China Construction Fifth Engineering Group Co., Ltd., and Hunan Construction Engineering Group Co., Ltd. It consists of a hall and a finger gallery, forming a centripetal shape with five fingers, meaning "Changsha Star". It is a new generation of four type airport with the construction concept of "safety, green, wisdom, and humanity". The functional facilities are efficient and intensive, and the transfer process is convenient. The apron of this project is planned to have 75 parking spaces, making it a modern three-dimensional comprehensive transportation hub with the most transportation connections and seamless transfer efficiency in China.
